INVITATION TO BID FOR 22-LWD-IF-001 In Time of the Corona Virus Pandemic
Year 2020 is a very challenging time not only for the Filipinos but to almost all the nations in the world. The Covid-19 Pandemic in the Philippines is caused by the Severe Acute Respiratory Syndrome Corona Virus 2. On March 7, 2020, the 1st locally transmitted Corona Virus Case was recorded in the Philippines. Presidential Proclamation No. 922 dated March 8,2020, Declaring a State of Public Health Emergency throughout the Philippines was announced. March 15, 2020, President Rodrigo Roa Duterte announced the total lockdown or community quarantine of the different provinces all over the country to prevent the spread of the virus. In connection with the spread of the virus, the Laguna Water District strictly imposed the following precautionary measures to avoid contracting the Covid-19 virus: 1. Practice frequent and proper hand washing. 2. Practice proper cough etiquette. 3. Maintain distance at least one meter away from individuals. 4. Ensure that food is well-cooked. 5. Maintain a healthy life style. 6. Use facemask and face shield at all times. Due to the increasing number of Covid-19 cases in Los Baños, a Disinfection Booth and a Hand-washing Station was installed before the main entrance of the Laguna Water District Building. These should be used not only by the employees but by the visitors as well. Until now, these protocols are strictly implemented in the institution. LWD PARTICIPATES IN BAÑAMOS 2019 Laguna Water District Management and Staff headed by its General Manager, Engr. Joel M. Lapis, in cooperation with the Municipality of Los Baños joins the 18th Bañamos Parade and 404 Founding Anniversary with the theme: Tagumpay ng Bayan ay Matatamasa ng Mamamayang Nagkakaisa” DISASTER PREPAREDNESS SEMINAR & FIRST AID TRAINING In participation with the Civil Service Commission’s Month and as part of the LWD’s Gender and Development Plan and the collaboration with Municipal Disaster Risk Reduction and Management Office of Los Baños, Disaster Preparedness Seminar and First Aid Training was held last September 5 and 6, 2019 at the LWD Lobby. LWD Team was headed by its General Manager, Engr. Joel M. Lapis while the MDRRO was headed by Ms. Cynthia Quintas. Employees of LWD were given not only lectures but as well as hands-on experience on Fire Prevention, First Aid application such as CPR and Bandaging. They also had a bench-marking with regards with the GAD Activities and Program of LWD. MID-YEAR CONFERENCE - TEAM BUILDING ACTIVITY Last July 19-20, 2019, the employees of Laguna Water District held its Mid-year Conference/Team Building Activity at Dalampasigan Beach and Pool Resort in Guis-Guis, Sariaya, Quezon. The main objective of the activity is to strengthen the camaraderie of all the employees and at the same time is to know their value as an individual team player. Prof. Miguelito R. Relente, RGC, MAGC served as the facilitator of the activity. Women’s Month Celebration In cooperation with Los Baňos Municipality, Laguna Water District’s employees together with LARC’s employees joined the Annual Walk for a Cause in celebration of Women’s Month. Empower Women by Ending VAWC Seminar Laguna Water District conducted the screening of ERASTO Film’s movie “BOSES”. This is to raise awareness that women empowerment and eradication of violence need to be addressed by how we raise our boys and girls, because it is from childhood that violence and acceptance of violence is learned.

LWD Christmas Party 2018 LBSCFI Syensaya Exhibit 2018 Recognition of New Board of Directors Loyalty Awarding 2018 Women's Month Lakbay Aral Laguna Water District embarked with Civil Service Commission’s Month Last September 2017, the Philippine Civil Service Commission celebrated their 117th Anniversary with a month-long scheduled of activities.In collaboration with the Civil Service Commission’s theme, “Tugon sa Hamon ng Pagbabago: Malasakit ng Lingkod Bayani”, Laguna Water District extended their hands not only to their employees but also to their concessionaires. A seminar with the GSIS Officer was conducted to update the employees with the different benefits GSIS offers to its members. Series of Medical Mission was also held to the different barangays that Laguna Water District and LARC serves. Nutritional Counselling was administered to all the participants. Adults were given time for their Zumba Session to energized them while waiting for their turn to be checked by the doctors. Children were given lectures on how to wash their hands properly Together with the Medical Mission, Dental practices are also performed like Tooth Extraction and Oral Prophylaxis. Children was administered with fluoride for the protection of their teeth. They are also given a kit for their Oral Hygiene. It’s Bañamos Day! Bañamos is an annual festivity in the Municipality of Los Baños in a small town of Laguna. On its 16th Celebration, with a theme, “Mananatiling matatag sa hamon ng makabagong panahon” Laguna Water District collaborates with LARC in coordination with the Los Baños Municipality in a simple parade. It was headed by LWD’s General Manager, Engr. Pantaleon Ll. Tabanao, Engr. Matt Wilson B. Ramos, LARC President and Engr. Emil Q. Puert, LARC’s General Manager LWD & LARC team up with DepEd Laguna Water District and Laguna Water Aquatech Resources Corporation coordinates with DepEd’s Brigada Eskwela. Volunteer employees of Laguna Water District together with other parents, students and teachers joined hands in cleaning the classroom for the students. They all helped not only in cleaning the rooms but painted the walls not only the classroom but the entire school as well. Earth Day at Laguna Water District Earth Day is an annual celebration all over the world. Pormal nang binuksan ng Laguna Water District Aquatech Resources Corporation (LARC) ang kanilang main line na maghahatid ng tubig sa mga residente ng Brgy. Wakat at Brgy. Manaol sa Nagcarlan, Laguna noong Disyembre 22, 2016. Ang pagbubukas ng main line ng tubig ay pinangunahan ng mga opisyal ng LARC na sina G. Crisanto Hilario (Presidente ng LARC), Engr. Rodrigo Yabut (LARC Chief Operating Officer), at Engr. Mat Wilson Ramos (LARC General Manager) at ng mga opisyal mula sa Laguna Water District (LWD) na sina GM Pantaleon Tabanao, Chairman Benito Romena, at Director Ramon de Villa. Ginanap ang seremonya sa isang lugar sa gitna ng dalawang barangay kung saan nakalagay ang main line ng LARC. Ang makasaysayang okasyon ay dinaluhan at sinuportahan ni Vice Mayor Amie Malabag-Hernandez kasama ang ilang konsehal ng Nagcarlan na sina Konsehal Generoso Comendador, Konsehal Brando Araneta, Konsehal Felipe Arcigal III, at Konsehal Nelia Consignado. Bagama’t hindi nakarating si Mayor Nelson M. Osuna, ipinaabot din niya ang kanyang suporta sa pamamagitan ng kanilang Municipal Planning and Development Coordinator na si Engr. LARC with LWD holds 6th annual science and math quiz contestLaguna Water District Aquatech Resources Corporation (LARC) joined forces with Laguna Water District (LWD) to conduct the 2016 Math and Science Quiz Contest last October 13, 2016. The annual contest is a competition conducted previously by LWD headed by its General Manager, Engr. Pantaleon Ll. Tabanao. The main purpose of the contest is to create awareness on water- related issues among students, challenge the young minds’ knowledge on math and science, and foster a sense of enthusiasm about the subjects and how they affect our daily lives. ![]() This year, LARC partnered with LWD and opened the competition to elementary and high school students of Los Baños, Bay and Calauan, Laguna to continue this worthy endeavor. The overwhelming number of interested participants required a qualifying round that was held in LWD’s office at Anos, Los Baños, Laguna. Only the top ten elementary and secondary students were allowed to continue to the contest proper. A board of evaluators were also present to verify the contestants’ answers and monitor the contest. LARC invited Prof. Myrna Rodriguez, UPLB Associate Dean of the College of Arts and Sciences as the chairman of the board. As board members, LARC also invited a representative from the Department of Science and Technology IV-A, Ms. Jasmin Hamid and a representative from Department of Education Region IV-A, Mr. Christian S. Balino. For this year, the winners of the elementary division were Clark Andrew S. Guieb with Coach Johla N. Bondad of South Hill School Incorporated, Los Baños (1st place); Troy Joseph L. Valencia with Coach Mary Joserie M. Libre of Maquiling School Incorporated, Los Baños (2nd place). The winners for the high school division were Theresa Mae D. Villanueva with Coach Johla N. Bondad of South Hill School Incorporated, Los Baños (1st place); Fatima Patricia C. Murphy with Coach Marife B. Toque of Laguna Science National High School, Bay (2nd place). CALAMBA RTC CLEARS LAGUNA WATER DISTRICT JVA In a decision signed last May 6, 2016, Calamba Regional Trial Court Judge Gregorio Velasquez dismissed the petition filed by Los Banos Councilor Norvin Tamisin last November 26, 2015 to prohibit the Laguna Water District from implementing a joint venture agreement with the consortium of Equi-Parco Construction Company, TwinPeak Hydro Resources Corporation, and MetroPac Water Investments Corporation to finance, rehabilitate, expand, improve, expand and maintain the water supply system of the towns of Los Banos, Bay, Calauan and Victoria. Judge Velazquez dismissed the case for lack of merit citing that the court determined that Councilor Tamisin “failed to sufficiently allege acts constituting grave abuse of discretion amounting to excess or lack of jurisdiction that could warrant resort to the remedy of prohibition.”
Councilor Tamisin had previously filed a Petition for Mandamus with Application for Preliminary Injunction and/or Temporary Restraining Order last October 28, 2015 which was also dismissed last April 25, 2016. The court determined the petition “moot and academic” after the Laguna Water District provided the documents and information requested by Councilor Tamisin that complied with all the requirements for transparency under the National Economic and Development Authority (NEDA) Joint Venture (JV) Guidelines for public-private partnership projects.
